Yes you can, depending on OS, VPN client and when RAS is initiated.
Win2k/XP will only run the logon if the RAS connection is invoked during the first logon when booting. If the user logs on local and then sparks up a RAS connection, the logon script will not run.
Some VPN clients like Cisco can be setup to initialize during boot so that the first logon can be a VPN logon. This way the script will run. Others however, initialize too late.
There is a solution discussed in the following thread that uses WMI to initiate a logon script in cases where one normally would not run.
