I want to be able to grab the system time at the end of Kixtart script and add some time to that and then be able to use that variable and put that in the commandline for AT. Any help would be greatly appreciated.

maybe this helps you : time plus 2

But i would only use this if you are doing this on one Computer ...

Welcome.

If I read your post correctly, you want to issue a command, a little while after the logon-script?

Maybe it would be easier if you use the runonce-key for this.

that seems to be the one and only method for running after logon script finishes ...

Another method can be the usage of the WindowsNT ResourceKit Utility SOON.EXE. With this tool you can schedule a job giving SOON the time to add to the current time to generate a new AT-job.
