I haven't seen command-line options or documentation on how to burn a cd with roxio products from the command line. Most if not all command line CDR utilities are written for linux. So, it may be possible to port them to win32 or to run them on win32 under cygwin (a unix environment on win32). I realize this isn't a great solution, but it's all I've found in this area so far.

All you need to install would be DirectCD... leave out all the regular burning software.
Is you manager aware of all the issues involving security of your data at your company?? the potential for any employee to dump 700mb of potentially confidential data per CD and walk it out the door.
Then there is the piracy issues, if everyone has CDRWs, then they can be using company equipment to make copies of copywrited software or music?
a few 'trusted' individuals is one thing, but everyone???
This is a REAL issue, with real repercussions...
Couldn't a second HD be added to the box instead, and then script the backup/file copy utility?? It has to be cheaper than CDRWs and a supply cabinet full of blank CDs.

All arguments I've made.
His response was, "Well, if they give their two weeks notice, they have that time to dump data to diskettes, zip drives, etc."
Sigh. Unfortunately, he seems really resolved on this. Maybe I should get Info-Security involved. Unfortunately (as well), the IS guy was incompetant AND he just quit.

Let him order what he wants...
Once the RIAA or the Microsoft police send the company a hate letter (or a current employee dumps the company's customer account DB to disk when he leaves to work for a competitor), you can have a yard sale with all those 'extra' burners.
And yes, zips are an issue also, as well as the happy PDAs with 256mb compactflash cards.
It all comes down to, how important is your data.
