Since you are using a CD-RW, I would suggest to use a RW-CD and just write to it as if it would be a regular drive. They are normally preformatted and thus don't require initialization. Then, don't install any type of CD-burining software, just the software part to enable writing to the CD-RW in RW mode. This would also prevent users from misusing the CD-RW to burn other things.
