This is searching the IP address of the workstation for two strings - '80' and '40'. If both are not present, then '(some instruction)' is executed. '$address' is the string containing the IP address obtained from the Kix macro @IPADDRESS0.
The numbers '80' and '40' exist anywhere in the IP address - 192.040.32.1, 180.32.40.1, etc.
