Check your permissions. By default, only Administrators have CREEATE/WRITE/APPEND permissions in the 'All Users' profile, so a regular user cannot add a directory/file to it.
Also, replace 'C:\Documents and Settings\All Users' with %ALLUSERPROFILE% to make it more generic in case the location has been changed.
