No... what NOS?
In Win2k there's LGPOs that can do it. If you're running AD, you can setup a GPO. Not sure about the Wintendos if they would work if you installed the AD client. No experience there.
Some have hacked out ShutDown from the Start Menu and replaced it with a link to a script instead. There are other threads on the board that talk about this.
