I found that you HAVE to use quotes around the command, so the command should look like:

AT 9:45 "D:\scripts\neil.cmd"

I also created a service account that has the correct share & NTFS-rights and started the schedule service with that account.

Try your script by logging on to the machine with the created account and then run the command. If this works it should work with the AT-command.
