Well... depending on whether the proxy settings are per user or not...
The reg loc to check is either [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings]
or HKCU
Look for:
"ProxySettingsPerUser"
"ProxyEnable"
"ProxyOverride"
