need to create a list of print jobs and user names, also it would be nice to restrict the amount that individual users can print per academic term, possibly with a report telling them how many prints they have left??

For which environment you want to use it.
Possible you want also restrict the amount of pages printed. A possible
problem in that situation "how to get or to calculate the amount of pages
printed within one job".
