I can't understand what's the problem with *.pst files?
create users new profile with pst-file attribute set and because the clients need no change, it should work just fine.
the problematic part is to keep your mailboxes uncorrupted. that's why (I've been thinking about exch2000 too) I've been planning of creating other server for 2000 importing info and then mailboxes one at time... or something like that.
with bunch of backup tapes, offcourse...
