Dear,- By NT we doesn't have any problem to modify the HKCU hive settings for
Internet Explorer.
We need no special privileges, because any user can change by default
it's starting page by the Options menu of Internet Explorer.
Only changing your environment with f.e. policie-settings can prevent
such changes.
- For 95/98 there are no restriction to modify your HKLM keys.
Modifications to your HKCU can be a problem by using mandatory or roaming
