I have had the same problem, sometime ago. I have listed the possible solutions that might work for you.
1. Refer to Microsoft Ref Q161051, Q150589, Q150829
2. Install Microsoft Hotfix MSNETUPD.EXE which I have a copy
3. Install KXRPC service on all NT Servers that are a part of the Directory Sync.
