Jack, I think you are misunderstanding my point.
Don't forget that this discussion thread is about securing local files, and my comments should be taken in that context.
My point is not whether NT, W2K or *nix can be made absolutely secure, but rather that they have mechanisms built into the operating system and file system that allows you to secure the file system to a degree that makes it unattractive to serious hacking and beyond the abilities of casual fiddler.
Sure, it takes a lot of time, effort and trial-and-error to find all the gotchas, but it can be done.
Win9x simply doesn't have the mechanisms to begin to do it.
Your last post illustrates this neatly. The solution was not to secure the filesystem on Win9x as that is not possible, but to move the files to a file server and use the filesystem security available there.
