I am trying to write a batch file so that users who dial-in can skip the kix script.
It takes forever, even at 56k and I want to try to avoid lmscript emulation.
I plan on blocking the RAS IP range.

You can run netstat to a temp file then find in the temp file.

netstat -RN> %TEMP%\netstat.tmp
find /i "137.169.8" %TEMP%\netstat.tmp |find /i " 127.0."> NUL
if not errorlevel 1 goto end

:Everyone

:end

If the IP address contains these values then it skips to the end.

Another option is to use:
winipcfg /batch filename

and then you can use find as previously suggested on filename.
