Yes, you can. Look up EventSinks on the Microsoft MSDN website. They have a couple of VBScript example scripts. Or take a look at the ReadEVentlog() UDF.
However, I would highly recommend a professional disk quota software, such as W. Quinn / Precise (http://www.precise.com/Solutions/Storage/ )
The build-in quota-management is bare-bones and more or less unusable if you really want to do meaningful quoteas.
