Also KIXCRYPT.EXE works more reliably as far as command not found.

This problem is related to the length of the command line parameters because adding the -d makes it work in addition to changing the path length.

Update:

I downloaded and ran F6378.exe which is crypted.exe that has been renamed. A sucessfully created crypted.exe is not the issue.

The issue is creating crypted.exe with an alternate execution path that is exactly 27 characters long.

That is the problem!
