We have trying above kixcrypt command. With Kixcrypt 2.12b we doesn't have any problems.
So we have an example for you. You can download it temporarily from F6378.exe
The script we were using as qnew.kix is

When we are trying to run it in our environment we get following information

Our statement was (server isn't necessary to encrypt it)

please download our version and try it.
Possible it had to deal with network response.
