Please post the registry entries thay you midfied. Normally, registry changes should not influence logoff events.
Is it possible that it takes some time for the workstation to write the roaming profile back to the server that is housing the roaming profiles. Or are there any applications running in the background that take some time to close?
KiXtart itself will most likely have nothing to do with the logoff/shutdown problem since it doesn't run during shutdown.
Another option could be that you enabled 'Clear Pagefile at Shutdown' which, especially with large pagfe files' will cause a considerable delay before the shutdown is complete. Where exactly is the delay occuring, during logoff, or during shutdown. They are basically two different events.
