Gdisk if you use ghost, Partition Magic/Drive Image if you use that one. Other than that sysprep can do very basic partitioning I believe.

the idea is that the MS tools work... But there is usually a better alternative (seldom are they free)

I have only come across 1 exception, and that is KiXtart. (this has changed recently, but is certainly reasonable)
