There are tools here in the Script Vault that accomplish what it seems you are looking for. With the scripts published there, the user DOES NOT have admin rights - the login script detects that some admin task is needed and submits a request. A server then pushes the task with admin credentials to the workstation to perform the task. The whole detect/submit/run process takes just a few seconds.
