Your BGINFO section is not complete or correct - it should look like this:

; Define a COMMAND resource record
CLASS=COMMAND
; Define the path to the command to run
PATH=bginfo.exe
; Specify the arguments passed to the command
ARGS=custom.bgi /Timer:0 /accepteula
; Specify the execute method - RUN in a separate command instance
METHOD=RUN
I added the comments to help you understand what each parameter does. They are not required, but are helpful.
