4.63 b1 not working on winxp?

I'm getting the following error any time I try to run the new 4.63 beta 1. Even simply running it from the command line with a /? displays error. It also displays 'Access Denied' on the next line in the command prompt.
Running it on Windows XP Home Edition with SP3.
