Im a WINGNUT expert, not a NUMLOCK expert. But I am surprised about the "having to be an Administrator to save" thingy ... whats up with that ?

So based on your sheet (had to read it a couple of times to sink in) sounds like the only way to implement this is with a custom policy template ?
