See my other post but in your error:-

KXGetDC : failed to find a domain controller for CAO Error : The specified domain either does not exist or could not be contacted.

is CAO only part of your domain's netbios name, if it is there might be a typo anywhere in the policy, look for that "CAO" text in the desktop authority SLP file and you might find your problem. I had exactly the same error and found it was a typo.
