How would you do this?

shell "%comspec% /c xcopy /s /e /h /y \\BUSSERVER\policy\TKF\*.* "C:\policy\Start Menu\Programs\""

The space in the middle of Start Menu is causing a "Too many parameters" error.

You will need to wrap yur command line into quotes and differ between single quotes and double quotes. In your example you would have to double the double quotes so that kixtart knows it's a quote in a text and not a delimiting quote for the command.

For example, this works synomynously:

? '"'
? """"
but not
code:
? """
Therefore, you should use
code:
shell '%comspec% /c xcopy /s /e /h /y \\BUSSERVER\policy\TKF\*.* "C:\policy\Start Menu\Programs\"'
Please note, that I'm using single quotes to enclose the shell command.
