I’m not absolutely sure about 2000 but on 2002(xp) and up it works fine.

Reading the MS article below it seems that there are some changes in the way prf files are formatted and the way they are processed by outlook.
Starting with outlook 2002(xp) newprof started giving me error and stopped working. The import of the prf file works fine for any outlook newer then 2000. For 2000 profgen and/or newprof should work just fine. Can you post the code you use?
