There are lots of examples to configure outlook around on this board.

This works.
I put the prf file on the users home drive (u: in our case) and tell outlook to import the prf from there. This works just fine. You should change the registry key a bit for outlook 2000, 2002(xp), 2003 and 2007. Outlook 2000 is 9.0, 2002(xp) is 10.0, 2003 is 11.0 and I guess 2007 is 12.0 (not sure cause I do not have 2007).
