How about not sharing the root folder and hiding the user share then you don't have any users trying to play games trying to access other folders.

I can understand and love automation and I've worked in a 70,000+ user network and it really doesn't take more than a minute to create an account and give permissions and it's not like you have a hundred new users a day every day. Sure automate some things but as an Admin I think YOU should be the one creating and managing the user account and folders and shares and permissions, not some automated thing that the user runs themselves.
Keep the shared folder names the same name as the users @UserID and then you can manage all types of things much easier.
You could also do something like this if your stretched for servers and/or space.
\\SERVER\SHARED$\DATA \\SERVER\SHARED$\Apps \\SERVER\SHARED$\Users etc and map when / where needed
