CSS does not do tables and the code here on UBB (in my theme) is using a mix of CSS control and Table control (A lot of work but they should try to just get rid of the Tables all together and only use CSS (IMHO)).
Regardless both are NOT Modern fixes, methods, etc... they are old school methods and workarounds instead of taking the time to properly code it in pure CSS/AJAX
I know that UBB is starting to look at doing some Ajax but my guess is that it won't be pure and will continue to be a bit problematic for a while.
