I did some experimenting on my system and it looks like this setting is controlled by the registry key below. I'm running on Win XP Pr SP2 and IE7. I'm not sure if this is the same for all IE versions.
Key: HKU\[user's SID goes here]\Software\Microsoft\Windows\CurrentVersion\Internet Settings\5.0\Cache\Content
Value: CacheLimit
