If senior management or the HR rep would not be interested in remedying this issue that the company has a much bigger problem, namely a lack of understandign of workplace regulations and potentilly even a tendency towards ethical lapses.
The network admin's behavior would be reason for immediate termination at my company. But then again, we fired an IT guy for sending Microsoft product keys to his personal email account.
