Well, the good news is that Vista doesn't need to be patched! 
Let's all just do a masive upgrade.

There's one more CRUCIAL bit of info.. you can't roll this out over time. You can patch your servers, and then your workstations, but if you use Exchange - well - the Exchange patch, appointment rewrite tool, followed by the patch on every device connected to Exchange, including client workstations and any WinCE or WinMobile device SHOULD be patched in rapid succession. Failure to do so will result in clients creating appointments based on their local DST change values. Further, the appointment rewrite tool only updates RECURRING appointments! Any individual appointment falling into the New/Old DST change window - Spring or Fall - must be updated manually.
Canada decided to follow the US on the DST change, but Mexico did not.. so the southwestern US states bordering Mexico will have a couple weeks where the time is different across the border. (Just like the states bordering AZ)
Not to lose sight of the original post, remember too that Windows 2000 does NOT have a free patch available from MS. (and that we would not have this problem if we relocated the world's population to AZ. Gargoyle - I got dibs on your couch, buddy!)
