Installing PHP on Windows is pretty easy now days Bjorn.

Plenty of websites with good examples of manually installing it. I'm not a Webmaster and I updated Korg's PHP manually. It allows you to make some settings to keep Windows a bit more secure than the "automated" installer uses.
Installing MySQL manually is probably also better if you're wanting more control over the security.

The point being though is that they asked for easy and PERL has BIG learning curve from almost everyone out there that you ask so that's why we don't recommend it. As far as doing the job yes I think PERL is probably more capable of doing anything you want then the other scripting languages due to it's popularity and vast assortment of modules.
