First off, everyone does not det all those policies. We are divided into CorpIT and DivIT entities. There are dozens of divisions, all with their own IT doing their own thing. Since we collapsed sixty NT4 domains into one AD domain, they (the GPOs) are all in the same common area.
Most of my users encounter fewer than six GPOs.
