How many are actual GPO and how many are links. My guess would be that the majority are links to the actual GPO. Each OU where a policy is linked to the real GPO will get it's own GUID.
That looks more like something one might see from Tyco where Howard works that keeps buying up Companies and integrating them into their Network. Even the Mouse with over 70K workers didn't have that many GPO/Links.
Talk about overkill on policies.
