It was the proxy server, and since web pages load so fast anyways, it was only seen when doing larger downloads. Jooel, You are correct, I did test against the desktop clients, and why it worked there, I am still unsure. However the moment that I cleared the mis-matched duplex, the issue with the TS -> Proxy, was resolved.
