Try it with something like IBM (Lenovo?) Access Connections (works for me on my [IBM]-Notebook)

One can switch between different locations by a single click (even non-admins can be enabled to make these settings iirc).

By this click you can set different IP-Settings (static/dhcp) different IE startpages, set default printers, launch applications etc.

Those events can be also reached by Icons on the desktop.
