If you are not sure if you want to delete them then just don't delete them or move the files to some backup folder or something like it and empty this folder if you are sure the files are not needed any more.
The DOS del command also does not put the deleted files into the recycle bin. By default my recycle bin is turned off.
But.....an optional switch in the del command I can support because it will make life a little easier for some people. As long as it does not get the default action and del by default does del and not del to recycle bin. Sometimes a script uses and after use deletes files a user does not have to see so if del puts it into the recycle bin by default you could get some weird situation when users restore the files from the recycle bin.
