An off topic question about GPO's.

Historical info:
We (before I started work here) had two offices. Both offices had one or more DC's all in the same subnet over a leased line. All GPO's, users, etc... got sync-ed to all DC's in all offices.
About a year ago one office was closed and all the servers moved to the other office. Several servers got a well deserved retirement and are now somewhere partying in the afterlife. One of these server was a DC.

Issue:
After the move and retirement of some servers one GPO cannot be edited or deleted. It's not linked to any OU so it's no longer in use. When I try to edit the GPO a message shows up saying "The system cannot find the file specified.". When trying to delete the GPO the system throws the following message "The server is unwilling to process the request.".

I want to remove the GPO cause it not used anymore but am unable to do so. Anyone seen the before?
Did some googling and searching at MS but no luck yet. Will do some more but any help is much appreciated.
