Looking in the Control Panel, we see: United States 101

In the registry, doing a search for - United States 101

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\keyboard layouts\00002409

We find - 00000409 under:
HKEY_CURRENT_USER\keyboard layout\preload\1

If we did a READVALUE ON -
$Locale = READVALUE("HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Nls\Locale","")

If we did an ENUMVALUE on: HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Nls\Locale we could determine what Locales are available on the system.

If we look at - C:\WINDOWS\INF\KEYBOARD.INF

We see toward the bottom, it touches the SYSTEM.INI, which we can get to via SYSEDIT or NOTEPAD... READPROFILESTRING or WRITEPROFILESTRING.

System.ini contains...

However, I have a USB Keyboard and the registry has -
