I was just messing with a 98 box and in the Registry renamed the key

HKLM\System\CurrentControlSet\Services\Class\NetTrans to
HKLM\System\CurrentControlSet\Services\Class\-NetTrans

Rebooted and IP was effectively dead.

Might give that a try.
