With the link I posted in mind; either set the registry permissions for the OEM PnP path via GPO and put the drivers on a share, or set the NTFS permissions via GPO for the default drivers path, then copy the drivers to your clients via script.

If it's a proper WDM PnP driver, I think Win will install without having to give the clients permissions automagically.
