Les, when the batch file was created on AllUserDesktop, it didnt remove it self once it was executed. see above.
Using Writeline i put "del test.bat" at the end of file.
Yes, user is local admin and it should work. but it didnt.
So i had to re-define and put "del C:\"Documents and Settings"\"All Users"\Desktop\test.bat". Then it worked.
However i prefer to work with current user profile instead.
