If you know the local administrators password (and remote access is enabled) then this has nothing to do with KiXtart.
You simply launch the REMOTE DESKTOP CLIENT and connect to the system you want to connect to and provide the proper credentials and it should launch.
If you're wanting something else please provide more details as I'm not sure what the issue is if the above is not what you're looking for.
