So.. Once the Registry Changes have been made, have you tried launching Outlook? If we look at Microsoft's site, we see how this comes about (near the bottom).. Anthony Harper pointed out to me that under Outlook XP/2003, you do not need to launch Outlook, but just adding the Reg Information and the PRF file. However, I see the point as the $ppru key is not generated on the client until you do.
What is the name you are using for the $ppru key?
