You must fix your roaming profile problem.
If you cannot write your roaming profile back to your file servers then you have a major problem, and you need to deal with that first.
Use NT policies and make sure that you disable the "slow network" option so that your users cannot opt to use a local profile if the file server is busy - it is probably local profiles that are causing the problems.
Also set policies so that things like Temporary Internet file, temp files, JAR caches and so-on are not copied around with the roaing profile. Disable things like the briefcase on the desktop, and lock the desktop down so that numpty users don't drop large files onto it.
I try to ensure that roaming profiles are no larger than 3MB. Every now and again someone will find a way around the controls and complain that logging on takes ages - on investigation you find that they've managed to bloat their roaming profile to 50MB.
I find that delprof is fine most of the time, but about once a month we'll do a manual purge of old profiles in \WTSRV\Profiles - make sure you don't remove "All Users" and "Default User" though!
