When a person who has not previously used WinZip on this machine (i.e., the WinZip HKCU does not exist) runs WinZip for the first time, WinZip will silently copy the HKLM key into that user's HKCU. Previous versions of WinZip would have activated WinZip's install wizard in this situation. This new feature should make most uses of AUTOINST.TXT (described below) unnecessary.

So it seems fixed in version 9
