when talking about remote registry, IPC is fine.
it's the de-facto NT-authentication place.
what comes to win9x, you ask does it work if you have no services running and etc.
no.
you probably need filesharing and remote administration stuff.
not 100% sure win9x creates ipc$-share but if you don't have remote reg access anyway (due to lack of installed services) you wont need it either
