Static means that there is a 1-on-1 relation between old UBB.Classic topic number and UBB.Thread topic number.
We are using the complete contents of the UBB.Classic and UBB.Thread board to create those translation table
afterwards. Only to make translation useful those information must put on the "kixtart.org" server, which requires
some action by Henri.
